Do foreign Muslims need a visa to visit Saudi Arabia?

Yes, foreign Muslims visiting Saudi Arabia for purposes other than a religious pilgrimage, such as tourism or business, generally need to obtain a visa in advance. Do I need a visa to move to Saudi Arabia as an expat?

Yes, you need a visa and a job sponsor to move to Saudi Arabia. You will require a formal job offer and work visa (your employer will organise this) to move to the Kingdom, before then beginning the application for an Iqama – a residence permit that is required to rent a property, etc in Saudi Arabia. It is not possible to move without a job already in place.
